Human Shields - Complex Realities of the Modern Battlefield

As battlefields transform – from armed columns moving towards each other in the plains of Europe or the deserts of north Africa, to the modern asymmetric struggle against non-state actors in Mali, Syria, Iraq or Afghanistan, mainly terror organizations that do not adhere to the traditional rules of engagement and often use the local population in order to shield their militants and strike cognitive victories – western armies are facing a great challenge they had not known before.

IDF soldiers have been facing these realities for decades, in the fight against armed groups such as Hamas, Hezbollah, the Palestinian Islamic Jihad ,and others before them. The modern battlefield have placed infantry soldiers many times in hard dilemmas, where the decision they make on the ground in seconds under severe constraints could determine the result of a campaign, risk or save lives on both sides.

How does a moral army contend with the systematic exploitation of civilians, including children and people with disabilities, as immunity for terrorists? How is safeguarding the lives of enemy civilian populations weighed against safeguarding civilians at homefront? The testimonies in the report are the vetted and verified personal accounts of those who have served on the frontlines, from newer recruits to seasoned commanders.

Together with officials from NATO and EEAS, the panel would address these burning issues.
